    With a provisional agreement now in place, the EU is making a decisive move toward safeguarding one of its most crucial natural assets: the soil beneath our feet.

    The newly proposed Soil Monitoring Law, part of the EU Soil Strategy for 2030, lays the foundation for a harmonised, science-based soil health monitoring system across all member states. It aims to bring soil protection on par with existing EU laws for water, air, and marine ecosystems.

    What’s in the agreement?

    • Standardised monitoring based on shared physical, chemical and biological soil descriptors (COM(2023) 416)
    • A first EU-level step toward tracking PFAS and pesticide residues
    • Soil health classes based on sustainable target values and operational trigger thresholds
    • Legal principles to address land take, soil sealing and removal in spatial planning
    • The overarching ambition: all EU soils healthy by 2050, aligned with the EU Green Deal and UN SDGs
